| With a group of professional elite and an efficient

1.
Antidumping (filing complaints)
Up to date, China has announced the initiations of
27 anti-dumping cases, among which 17 cases were initiated by BHP
on behalf of Chinese domestic industries. On October 16th, 1997,
as the attorney-in-chief and on behalf of Chinese newsprint industry,
Mr. Wang Xuehua, the Managing Partner of BHP, filed China¡¯s first
antidumping application against foreign imports of newsprint. Since
then BHP, on behalf of various Chinese industries, has filed applications
for anti-dumping proceedings in relation to cold-rolled silicon
steel, cold-rolled stainless steel plate, acrylate, and L-lysine
mono-hydrochloride feed grade, etc. BHP has provided services to
many leading enterprises and a number of major industrial associations
in China.
2. Antidumping (responding)
As a leading law firm in China, BHP has represented
domestic industries for the purpose of responding to foreign anti-dumping
complaints in various cases, e.g. the bicycle case in Argentina,
the garlic case in Brazil and the case concerning bags and suitcases
in EU. In the antidumping case against Chinese carbon steel, which
was initiated in Canada in 1997, BHP assisted the Chinese government
to answer the questionnaire concerning the matter of ¡°market economy¡±
issued by the relevant Canadian authority. In the antidumping proceedings
initiated in the US against Chinese nodular cast iron in 1997, BHP
successfully helped the relevant Chinese industries to get the result
of ¡°dumping margin is negligible¡±. In the antidumping case against
Chinese steel tube in Indonesia in 1999, BHP helped Chinese industries
to obtain the treatment of ¡°market economy¡± and the determination
of ¡°no dumping¡±.
3.Safeguard Measures
BHP¡¯s lawyers, in the first Chinese safeguard case,
represented Chinese Steel Industry and successfully urged the Chinese
government to impose safeguard measures against the surging imports
of steel products.
4. International trade arbitration and litigation

5. WTO related legal services
Since China¡¯s entry to the WTO in 2001, BHP, based

in providing WTO legal services.
In the first DSB case in 2002 after China¡¯s entry
to the WTO, that is the United States definitive steel safeguard
measures, BHP participated in representing the Chinese government,
one of the co-complainants. In 2003, BHP represented the Chinese
government in the Canadian Wheat Board DSB case in which China acts
as a third party.
